I don't think those are for telling when the pads are worn...the "screech clips" that do that are typically on the pad itself. My guess is that those clips are to keep the pads "loaded" (in other words...to prevent them from bouncing around) when NOT braking. Otherwise you would hear things as the slight amount of runout in the rotor bounced the pads as you drove around.
Or, if I really wanted to mess with you like my dad did when I was 12...I could say those are lightning arrestors that prevent you from getting hurt in the event you get struck by lightning while driving. The lightning can't go through rubber, so it travels up the brake assembly, through the pedal, and into your foot. This tenses the calf muscle, causing you to hit the accelerator, thus leading to a wreck. You biting on that hook?  Dave
